Why Turnkey Site Concrete Means One Contractor, Inside and Out

Where the seams show up

On many commercial sites, one subcontractor pours the building slab and another handles the curb, paving and sidewalks. The two crews meet at the edge of the building pad, and that is where problems collect: elevations that don't quite match, drainage that falls toward a door instead of away from it, and a schedule where each trade waits on the other.

Turnkey concrete means one contractor takes the whole job. Poppoff's turnkey page describes it this way: "From flatwork and foundations to site paving and structural elements, we manage every phase of a concrete project." The company also says it is the only contractor in the region equipped to handle the entire site, interior and exterior.

Value engineering, early

Poppoff says its approach "is built on value engineering," which in practice means working with engineers, architects and building owners to check project specs early, "catching design implications before they become costly rework in the field." The earlier a contractor sits down with the drawings, the cheaper a change is. After the pour, a change is a demolition.

Joseph Lorson of Autozone said Poppoff was "instrumental in assisting in design specs which allowed us to achieve substantial savings over bids." Baker Construction wrote that Matt Poppoff's knowledge "was invaluable during the slab design." Both are accounts of the same thing: the contractor's value showed up in the design phase, not on the pour day.

In-house survey and layout

In 2025 Poppoff added in-house site surveying and layout with 5 total stations. A total station is a surveying instrument that measures angles and distances so points on the ground can be set precisely from the design model. When the same company that pours the concrete also sets its own control, it doesn't wait on a separate surveyor to stake the next phase, and it answers for its own layout.

Poppoff also added a 3D stringless Power Curber in 2022 to do complete site package concrete. Stringless means the curbing machine follows a digital model instead of stringlines staked along the route. That cuts the setup time, and the curb is built to the same model the grades came from.

The company's first turnkey concrete package came the following year, in 2023, with 253 tilt-up panels.

What it looks like on real sites, and what it changes

WinCo Distribution in Ellensburg, completed in 2026, included 200,000 SF of 10" thick concrete paving and 18,000 LF of curbing. At that scale, paving and curb are not the finishing touch on the project. They are a major scope of their own, with grades that have to drain correctly across acres.

LKQ Auto Parts in Moses Lake, completed in 2025, ran 8,000 cubic yards: 200,000 SF of slab on grade, 120,000 SF of tilt-up panels, 120,000 SF of paving, and 3,500 LF of curb and sidewalk. The building floor, the walls and the exterior flatwork were all one scope.

On the Autozone Distribution Center in Pasco, the 430,000 SF Ductilcrete slab was paired with 615,000 SF of 3D site paving. Autozone's letter says the work was completed "on time, within budget and with high quality."

Turnkey doesn't mean the general contractor gives up control. The GC still runs the project and coordinates the other trades. It means the concrete scope, interior and exterior, has one name on it. One schedule, one set of survey control and one team accountable for the elevations at the building edge.

It also doesn't fit every job. A small interior renovation doesn't need a site package. Where it earns its keep is on distribution centers, processing plants and large industrial sites, where the exterior concrete is nearly as big as the building.

What to ask a turnkey concrete contractor

  • Who sets survey control, and is it in-house or subcontracted?
  • Does the same company place the building slab, the panels and the exterior paving, or does it hand parts off?
  • At what stage will they review the drawings for value engineering, and who do they review them with?
  • What equipment do they own for curb and paving, and is the machine guided from the project model?
  • Who answers for drainage and elevations where the building pad meets the paving?
